For the custom offline page, you have to put two keys in the Confg table:
CUSTOMOFFLINEPAGEON = Ja or Nee
CUSTOMOFFLINEPAGE = html of the custom offline page
You can add them in the CMS if you have time, and put an editor for the html part.
